Summary

• Move React, Router, and i18n runtime dependencies to peer dependencies and externalize them from the common package bundle.
• Standardize root/common testing on Vitest 3.2.3 with package-local configs, V8 coverage, and packed Core/EVM consumer smoke probes.
• Fix request timeout notification duplication and pubsub subscription behavior, including Object.prototype-colliding event names.
• Add regression coverage for cache, RPC, Zustand stores, SDK clients, ABI decoding, and EVM Simulate Trace.
• Update project handoff, architecture, TODO, cross-repository, and AI instructions; add the required changeset.

• The two sibling scan repositories were not modified. Their real package upgrade, page regression, build, and deployment validation remain follow-up work.
