Windows plugin qualification spends part of its package budget repeatedly spawning MSYS converters for static fixture paths. The handoff fixture now converts pinned tools, its owned CLI and private paths in one bounded setup call, then quotes them in the existing private wrappers. Dynamic convert() remains available through BASH_ENV for caller-supplied paths, including stdin probes.
Bounded contributing-cost slice of #1891, which remains open. Related blocked delivery: #2223.

Source baseline3ead0c9d, same startup matrix and private counter: PASS25.084s/251 runtime conversions. Batched diagnostic variant PASS16.024s/zero runtime conversions, one native setup batch per Windows fixture. This bounded local comparison is not a hosted performance guarantee; probes/logs are outside the PR.

go test -race ./plugin -run '^TestCodexHandoffConversionFailures$' -count=1 -timeout=2m PASS6.760s. Controlled converter and child-test processes verify actual setup rejection for exit23, context deadline, wrong line counts, relative/empty/embedded-CR/extra-line output; LF/CRLF and no-converter positive controls prevent false rejection. The helper diagnostic retains the context cause without changing its deadline.
Existing stdin/guard/transport focused regressions PASS7.727s. No assertions or case selections removed.

Final-head hosted checks passed/skipped, including Race and Windows Full Suite; no tests remain pending. Previous6020660d hosted Windows succeeded: inner go-test package time529.778s, handoff99.44s. That earlier result is not attributed to the new head.
Risk (if applicable)
Conversion uses the same canonical fixture-selected cygpath, a minimal environment, stable process-owned startup temp,2s context and1s WaitDelay; invalid output fails setup. Non-Windows paths pass through without converter execution. Existing Bash identity, private PATH/type ownership, URL/request and owned-CLI checks remain. No production hook, workflow, test budget, assertion, skip policy, shared private-path cache or Windows rollout change. Hosted final-head qualification remains required before merge.

Walkthrough
The Codex handoff test fixture now converts static tool and startup paths in one bounded setup step. Wrappers and startup configuration use the converted paths. Dynamic caller arguments retain the existing BASH_ENV conversion contract.
A new helper passes paths through when no converter is configured. Otherwise, it runs cygpath with a two-second timeout and validates command success, result count, and converted path format.
Use converted fixture paths plugin/codex_session_handoff_test.go
The fixture converts static tool and startup paths before generating wrappers and startup configuration. Wrappers use the converted paths, while dynamic caller arguments retain the BASH_ENV conversion contract.
Gentleman-Programming/engram issue 1891 — This umbrella issue includes the Windows plugin package time budget. This change addresses one contributing cost, not the full qualification scope.
No actionable merge-blocking risk was identified in the fixture conversion change.

Explanation
The title "fix(test): batch static handoff fixture path conversions" matches the main change. The raw summary and PR objectives both describe batching fixture path conversions into one bounded cygpath call in the handoff test harness, with quoted results used in wrappers. The title is specific, concise, and follows a conventional commit style. It does not cover the new converter failure tests, but it does not need to cover every detail.
Full details: Linked Issues check
Explanation
Issue #2225 requires batching validated static Windows fixture paths with the fixture-selected cygpath, quoting converted paths, failing on conversion errors, count mismatches, or nonabsolute output, and bypassing conversion on non-Windows. codexHandoffEnv batches the Bash, fixture, tool, CLI, and private paths in codexHandoffConvertPaths. The helper uses bounded execution, validates output, and fails closed. Empty cygpath configuration passes paths through. The generated wrappers quote preconverted paths, and the dynamic BASH_ENV conversion contract remains. TestCodexHandoffConversionFailures covers exit, timeout, count, path-format, LF, CRLF, and no-converter cases. Existing handoff checks and deadlines remain in the diff.
Full details: Out of Scope Changes check
Explanation
The whole-PR diff changes only the handoff fixture and adds focused converter tests. These changes directly support #2225. The diff does not change production hooks, workflows, deadlines, requests, assertions, case selection, tool installation, ambient executable discovery, or Windows suite rollout.
