配置渲染引用的 Service 尚未创建时，ComponentParameter 会忽略依赖的 NotFound，导致 Service 就绪后仍无法生成配置。将任务上下文构建错误交回控制器队列重试，保留目标 ComponentParameter 已删除时的正常退出。
现有 envtest 覆盖目标对象删除、依赖缺失和随后恢复；main 与 release-1.0 均完成红绿对照、参数控制器整包测试及构建，main lint 通过。需要 pick 到 release-1.0，测试夹具需适配。
