Add Regional resiliency management contracts for resumable QCS workflows #3909
Add the Azure MCP Resilience Management contracts required for a Regional resiliency qualification journey:
Regional recovery-plan creation
caller-supplied canonical operation IDs for recovery-plan, recovery-job, Drill, and drill-run operations
Goal-assignment create/update/delete through the generated ARM SDK
follow-up slices for Goal-resource refresh/update, recommendation freshness, Regional Drill, and reprotect/failback evidence
Motivation
The client must resume uncertain submissions without duplicate side effects, create Regional rather than Zonal plans, and orchestrate the prepare/protect/Drill/failover/reprotect/failback lifecycle through supported MCP commands without direct ARM fallbacks.
Validation completed locally
Regional recovery-plan slice: 150 focused tests
operation-ID slice: 608 focused tests, including Drill header/query propagation
Goal-assignment write slice: 640 full Resilience Management tests plus adversarial parent-scope coverage
formatting and focused local review clean
Proposed PR structure
I will split the implementation into focused PRs, starting with the Regional recovery-plan contract and using that review to establish the pattern for the remaining slices.
Vinay Gera (@g2vinay)gautam714, please confirm this direction before I submit the first PR, per the contribution guide for significant changes.
