Newer Windows arm64 builds of R (R-next and R-devel) use the windows.binary.arm64 package type instead of windows.binary.clang-aarch64, so installing pak from the pkgType/os/arch repo URL failed with a 404. Co-Authored-By: Claude Opus 5.5 <noreply@anthropic.com>

CRAN had asked me to switch the
.Platform$pkgTypeto just"arm64"instead of"clang-aarch64". So I updated that in the daily installers of R-devel and R-patched. However now r-lib/actions fails to install pak:e.g. https://github.com/r-rust/hellorust/actions/runs/38278710718
So we add the symlinks, keeping the old ones as well for now.
