fix(x2a): FLPATH-4993 generate Scalprum-compatible dynamic frontend - #5398

Add explicit Scalprum metadata for X2A and pin the RHDH 1.10 CLI/Webpack versions during export. Disable Module Federation for frontend exports, fail if the Scalprum manifest is missing, and allow building only the selected plugin.
