Closes #1

What changed

Django 5.2 project in config/. Settings read DATABASE_URL, SECRET_KEY, DEBUG and ALLOWED_HOSTS from the environment. docker-compose.yml for a local Postgres 16, run steps in the README. CI now always installs requirements and runs the tests.

How to test

  • docker compose up -d, python manage.py migrate, python manage.py runserver
  • /admin/ should load

Tested the “Run locally” steps and localhost:8000/admin loads successfully.
