Add AI policy to skorch - #1181

We're now getting a bunch of (what I assume to be) AI generated PRs in skorch. From our experience, most of those are initiated by asking an AI agent to fix open issues or to check the code for bugs. They are not created because of a real user need. As such, I would argue in favor of closing those PRs and not accepting them in the future. This should be reflected in an official AI policy, which this PR provides.

I have already discussed this internally with @githubnemo. @thomasjpfan if you have an opinion on this, please let us know.
