fix: use workflow token for PR auto-labeling - #593

The PR auto-labeling workflow referenced an unavailable personal access token, leaving GITHUB_TOKEN empty and causing the labeling action to fail. Use the GitHub-provided workflow token with least-privilege issues: write permission. Remove the unnecessary checkout step and add a non-user-facing changelog entry.
